Established in 1945, the Australian College of Health Service Executives (ACHSE) is now Australia's largest professional body representing health management.

It aims to develop and foster excellence in health service management through education and ongoing professional development for existing and potential health and related services managers.

About Jack Richards – Founding President of ACHSE (Qld)

Jack Richards was well known to many in health service management in Queensland. He started work at the Royal Brisbane Hospital in 1933 at the age of 15 and retired forty years later, after carving out a distinguished career in hospital administration.

His career included events such as supervising the closure of one of Queensland’s last remaining leper colonies in the 1940s, and persuading the public to allow the lepers to live at the Princess Alexandra Hospital. He was also involved in the establishment of the Labour government’s free hospital system in 1946, and construction manager for the Princess Alexandra Hospital in 1958.

Jack’s other interests included cricket and lawn bowls, and he was an active player in both sports for many decades.

In 1975, Jack was the founding President of the Institute of Hospital Managers (Queensland Branch) which subsequently became the Australian College of Health Service Executives (Queensland).

The College Chain of Office bears testimony to Jack’s long and distinguished role with the College – as President from 1975 to 1983, his name fills a significant portion of the chain.

In 1991, the College established The Jack Richards Oration to honour the contribution made by its inaugural President Jack Richards. Each year, in conjunction with our State Conference, State Branch Council identifies an eminent speaker to deliver the Oration. The invited presenter is highly regarded in the Queensland/Australian Health system and a person who can through the Oration make a significant contribution to the further improvement of Queensland Health Services.

Past Orators include the Hon Sir Llew Edwards, Prof Peter Coaldrake, Sr Angela Mary Doyle, Dr Brian Thiele, Prof John Hay, Prof John Pearn, Dr Mark Waters, and Prof Robert Stable.

In recent years, it has been a pleasure for Dennis Campbell and Kate Copeland, and other colleagues on State Branch Council, to welcome Jack, and members of his family, to our annual conference and the Jack Richards Oration. 2005 will mark the end of an era for Health Service Management in Queensland – the first year when Jack will not be with us to share this event.

Some years ago, Jack was requested by the College to write a few words as an introduction to the establishment of the College in Queensland, and to introduce the Jack Richards Oration at the annual conference. In his usual modest way, Jack provided the following response.

“In 1960 when I held the position of Senior Administration Officer, South Brisbane Hospitals Board, I was visited by two Western Australians, on a tour of the major Queensland hospitals. One of these persons was Mr Horrie Smith, then a Senior Officer of the Department of Health, Western Australia. On finishing his official business, he then tackled the possibility of me undertaking a course of Health Administration, then being conducted by the Australian Institute of Hospital Managers at the University of New South Wales.

At first I pushed this suggestion away, as at that time to consider any proposal that Health Administration was conducted better than the Queensland system, was considered traitorous.

It took a lot of persuasion by Horrie for me to consider the idea. At the time, I was 42 years old, had not done any study for about 15 years, and had 3 sons studying at the University of Queensland. In the end I decided to consider the matter. I discussed it with my family, and finally agreed to undertake the course as an external student.

However I did feel that I was picked out as a likely candidate to figure in future development of health management in Queensland, due to my unpopularity with officialdom in the State, and that I held a relatively senior position in the Public Health Service.

I was never a brilliant student and I found that external studies were very difficult and needed strict personal discipline. This meant that my wife Mabel now spent most of her days and nights on her own. During the course I received great help from my southern colleagues, and the Professor at that time, Prof J Griffith.

It also meant that all text book expenses, and time taken to attend schools, had to be undertaken at my own expense. Fortunately the Residential School was held in August (Show Week in Queensland) so it only cost me 4 days from my annual leave.

Even at the school I felt special as there were very few Queenslanders. Merv Molloy undertook the course at the same time as me, and he was a very good companion.

I was never a really good student, but I managed to win the Connie Ratcliffe Award for “General Proficiency in Hospital Administration”, but I think the award was given to me for tenacity as a Queenslander, not for scholastic achievement.

On completion of the course in 1965, the Institute of Hospital Managers (the predecessor to the ACHSE) failed to take advantage of having qualified Queenslanders, and it was not until 1975 that any real effort was made to encroach into Queensland. I feel that this may explain why Tom Griffith and Jim Cornwell approached me in 1975.”

For thirty years, the name of Jack Richards has been directly or indirectly associated with ACHSE Queensland. On behalf of the College in Queensland, we were very sad to farewell a loyal colleague, a staunch friend, and an inspirational past President on his passing in February 2005.

State Branch Council Profiles

President

Mr Mick Davis AM

Mick joined the Australian College of Health Service Executives in 1998 and was elected to State Branch Council in 2002.  In 2006 he was elected as the Qld. Branch Registrar and in 2008 elected QBC Vice President

Mick has 46 years experience in ambulance service delivery in both state administration and regional operations.  He began his ambulance career in Rockhampton (Qld.) as an Honorary Officer in 1964 and was appointed to the permanent staff in 1969.

Mick has since served in road and air ambulance operations, in training, special projects, and in supervisory and senior management roles including Acting Assistant Commissioner, District Superintendent, Superintendent Planning & Personnel (GBR) and State Manager Staff Development in QAS leading many innovative changes.  His current appointment in QAS is Manager Workplace Health & Safety and Heritage & History.

In 1973, Mick became a member of The Institute of Ambulance Officers (Australia) and was elected to the Qld. Division Executive in 1975.  Since 1975 he has held senior positions in many other organizations (2 of which are now public companies), in many associations and Chaired many Association and Company sub-Committees.  He is currently serving as Qld Division President and Director on the General Council of the Aust Institute of Emergency Services.

In 1981 Mick was elected to the Institute of Ambulance Officers (Aust) National Council and served in most of its executive roles.  He served as IAO National President of the Institute from 1992 to 1995.  Mick was a member of the team that developed and implemented the "College" concept that re-constituted the IAO (Aust) to become the Public Company and College called The Australian College of Ambulance Professionals (ACAP).   Mick is currently a national Director of ACAP and National Treasurer and Chair of the Finance Standing Committee.

Mick is also a Director on the National Board of the Order of Australia Association and current Queensland Chairman of the Association.  He is currently a Director and Treasurer on the Board of the Health and Community Services Workforce Council having now served on that Board for 11years and is also vice-Chairman of the KJM Education & Research Foundation.

Mick has extensive experience in the application of contemporary corporate governance principles and has coached many new national directors on this subject.  He also has extensive experience in convening national and international conferences and specialized education events.

Mick was appointed "Member" (AM) of the Order of Australia in June 2000 for his services to the Australian College of Ambulance Professionals and to ambulance education and training at national and state levels.

Paul Monaghan has been associated with and worked in health for over 30 years.  Paul is currently the Executive Director Queensland Health Shared Services.  Previously Paul has held CFO roles in Queensland Health and the Royal Brisbane and Womens’ Health Service District and has been part of the Queensland Health journey in the implementation of output based funding models and the application of balanced scorecards for health services.

Paul is a graduate member of the Australian Institute of Company Directors (AICD), a Fellow of CPA Australia and a Fellow of the Australian College of Health Service Executives.  Paul holds elected roles in the latter professional bodies at the State level and is on the National Board of the Australian Hospitals and Health Care Association (AHHA). 

In his spare time Paul lectures at QUT and is an active patrol member of the Point Lookout Surf Life Saving Club, North Stradbroke Island, one of the most beautiful places in Australia.

Peter James McMURTRIE

Peter was born in Melbourne and educated at Northcote High School.  In April, 1967, following 6 years as a volunteer first aider for the St. John Ambulance Brigade AND 2 CONCURRENT YEARS AS AN Honorary Ambulance Officer he commenced employment with the Victorian Civil Ambulance Service in Melbourne, where he spent time in all operational areas including  Communications, Training Branch, the State Training School at Mayfield Centre, and at Air Ambulance.

 He has a vast experience in Disaster Planning and Operations including direct involvement in the West Gate Bridge collapse, Hoddle Street and Queen Street shootings, multi fatality fires at Pentridge Jail, Ahmad factory and William Booth Home and the Violet Town Southern Aurora rail crash. In 1988 he moved to Shepparton as District Superintendent, Goulburn Valley Ambulance 

Peter has had an active involvement in many allied organisations including 49 years with St. John Ambulance and 10 concurrent years as a Controller with the State Emergency Service.

He has been promoted to the grade of Knight of Grace within the Order of St. John, is a Fellow of the Australian College of Ambulance Professionals, an Associate Fellow and Councillor of the Australian College of Health Service Managers, a Fellow of the Australian Institute of Emergency Services, and prior to leaving Melbourne was the National Secretary of the Australian Resuscitation Council.

He completed a Master of Business Administration (HRM) at University of Southern Queensland and a Graduate Diploma in Health Services Management at R.M.I.T. His ongoing professional development activities give him recognition by the Australian College of Health Service Executives as a Certified Health Executive.

Peter came to Queensland in 1991 with his wife Lorraine, a Registered Nurse to take up the position of Deputy Commissioner in the newly created QAS.  They have 7 children.

Ms Summers is currently the District Director of Nursing, Cairns Health Service District. Prior to taking up this position in February 2003 she was the Director of Nursing at Redcliffe Hospital in Brisbane and was relieving in senior and executive positions in Queensland Health around the state including: Acting Director of Nursing – Rockhampton Base Hospital, Acting District Manager – Fraser Coast Health Service District, Acting District Manager – Tablelands Health Service District, Senior Project Officer – Capital Works and Acting Director of Nursing –Caboolture Hospital, Redcliffe Caboolture Health Service District.

For two years, Ms Summers was the Director-Strategic Support Division in the then Brisbane North Regional Health Authority. The major function of this position was to provide support to the Regional Director by assisting to adequately develop articulate and implement broader strategic agendas within the region, especially in relation to casemix, communications, planning, information technology and corporate development including project management.

Ms Summers is currently the State Branch Councillor and Registrar for the Australian College of Health Service Executives, Queensland Branch.

Russell works in the Department of Community Safety where he coordinates the departmental continuous improvement strategy, evaluations and a range of other governance matters.  Prior to that he was the Assistant Commissioner Brisbane, the Director of Educational studies, and then Manager Executive Support  for the Queensland Ambulance Service from 1992-2004.  In an earlier life he served for 22 years in the Regular Army including operational service in Malaysia. He is currently serving in a reservist capacity.

 

He is a graduate of five universities, the Royal Military College Duntroon, Army Command and Staff College, the National Emergency College, and has undertaken many other learning events directly applicable to health services management. This includes progress towards a doctorate on continuous improvement in patient care in the pre-hospital Ambulance environment. He is a published author and public speaker, and a Visiting Fellow at QUT.

 

Russell was awarded both the Centenary Medal, and the Ambulance Service Medal in the 2003 Queens Birthday honours list, for services to Ambulance. He received the 2003 Ian Brand Prize from the ACHSM for the highest GPA in a health masters degree in Australia, and was recognised as the 2009 QUT Mentor of the Year.

 

He is married to Judy, has three children – two police officers and an optometrist - to keep an eye on the other two - and three grandchildren. Interests include writing, reading, precision shooting (was a qualified sniper), music and playing guitar - badly these days.

LTCOL Clifford has been an active member of the College since 2007, firstly through the ACT branch and now in Queensland.

Kerry has undertaken a myriad of operational, clinical, project and policy roles in a military nursing career commenced in 1992.  His last posting to Joint Health Command in Canberra initially involved working on strategic workforce development but later moved to the health service reform project office.   As a result of work undertaken on the reform program, Kerry was awarded a Commander Joint Health Commendation early in 2010.  Whilst in Canberra, Kerry played a very active part in the Canberra branch, including attaining Fellowship and as Branch Vice-President and CPD Coordinator. 

Kerry was posted to Townsville in January 2010 to take command of the health centre at Lavarack Barracks and as the Senior Health Officer for garrison health services in FNQ.  His duties now include taking the reform agenda developed in 2008/09 in Canberra into action in his region.  Kerry is keen to assist the branch to develop and implement options to improve college activities and member support in FNQ whenever possible.

Ms Kate Copeland is currently Director, Major Hospitals Project, Queensland Health. Kate’s previous roles with Queensland Health include Development Director for the establishment of the Queensland Health Skills Development Centre in 2003, and Capital Works Manager for the major hospital redevelopments at Royal Children's Hospital, Royal Brisbane/Royal Women's Hospital and Princess Alexandra Hospital from 1996 to 2002. Kate has held a range of clinical and management positions during the past twenty-five years in Victoria, South Australia, Tasmania and Queensland. Kate is currently President of the ACHSE Queensland Branch.

Leonie Short worked clinically as a dental therapist in urban, rural and remote areas of NSW for ten years before embarking on an academic career at the University of Wollongong in 1986.  Leonie has also worked at the University of New England, the University of Sydney and  Queensland University of Technology.

After briefly working as a Medical Education Officer at Princess Alexandra Hospital, she won the Ryan by-election and entered the 39th Australian Parliamant as a federal member in the House of Representatives. Unfortunately, she was not able to retain her seat at the general election in 2001.

She then worked in Marketing for Teachers Union Health and as a Program Director for DRUG ARM Australasia.

Leonie is currently a Senior Lecturer in the School of Dentistry and Oral Health at Griffith University. She was the first academic to be appointed to the School and has assisted in establishing Australia's first new Dental School in 57 years.

Her interests inlcude politics, swimming and gardening.


Gwenda Freeman

I currently work as Service Manager Red Cross, based in Rockhampton. I have more than 20 years experience in health, particularly community health, rural health, Indigenous health and mental health. I have worked mainly in Victoria, but some time in NT as well as Qld, in positions ranging from CEO of a rural Community Health Service; Executive Officer for Remote Health Alice Springs, Service Manager for Central Australian Aboriginal Congress; and Manager of the Ballarat University Aboriginal Education centre. I have also held several Lecturer/Senior Lecturer positions within LaTrobe, Melbourne and Ballarat Universities.

I am a member of the University of Central Queensland – Ethics Committee; and also a member of the Editorial Advisory Board - Asia Pacific Journal of Health Management; and have in the past been a reviewer for the Public Health Journal of Australasia, Australian Health Review, and DHS Grant Applications.

 

I joined the (then) ACHSE in 1992, and became a Fellow in 1997. I was the Facilitator for the Victorian Fellowship Study Group for approx 7 years, and in 2005 was awarded the Victorian Fellow of the year.

Following my recent move to Queensland, I have undertaken the role of Facilitator for the Queensland Fellowship Study Group, and have also participated in the CPD committee.

Dr Campbell is currently the Corporate Division Head of Legal Aid,

Queensland, and was previously the Chief Executive Officer of  St.

Vincent's Hospital Toowoomba for ten years.  He serves as a member of

numerous Boards and Advisory Committees, representing both public and

private health sectors and has legal and health qualifications and is

involved in organisational health consulting.  Dr Campbell joined the

Heritage Board in 2000 and is Chairman of the Society's Insurance

Committee and a member of the Constitution Review Committee and was a

member of the Finance Committee. He also serves as a Board Member of the

Qld Museum Foundation Board and is Chairperson of the Cobb & Co Museum,

Toowoomba. In 2007 he was awarded an Australia Day Medallion for his

services to the Australian College of Health Service Executives.

Mike graduated from teachers college as a specialist Physical Education teacher and taught in High Schools in the UK, West Indies, Canada and Queensland before becoming a Physical Education lecturer in Brisbane. Since leaving tertiary education, Mike has worked in Sports Administration with the YMCA, Australian Roller Sports, Sports Medicine Australia, Australian Society of Sports Administrators and is now Executive Officer for the Australian College of Health Service Executives, Queensland Branch.

I started with ACHSE (Qld) January 2003. My main role is the day to day running of the office and assisting in all educational functions.

My previous experience includes 2 years with the Australian Stock Exchange (Sydney) involved in Computer Software Support and Computer Training Programs throughout Australia. 2 years with Astra Pharmaceuticals (now AstraZeneca) handling computer mainframes, hardware and software support and training. 12 years with Smith Kline & French (now Glaxo SmithKline) all aspects of accounting, secretary duties then mainframe computer support.

Chris has a clinical nursing and information technology background which has provided an extensive knowledge and understanding of clinical and management data collection and reporting requirements in the health care sector. Previous roles held have provided Chris with the opportunity to work in the private health insurance industry, clinical costing arena and development / implementation of a clinical information system within an acute care facility.

Applied knowledge of quality assurance, risk management and workplace health and safety also provide Chris with a unique perspective of today's health care industry. Lecturing in health informatics and workplace health & safety has also been a valuable experience in getting to know and understand the views of our upcoming workforce and future colleagues. Chris continues to broaden further her pool of knowledge and experience in understanding the influences and requirements which impact quality data collection, reporting and analysis in the current and future health care environment.

Chris is the current Chair of ACHSE (Qld) Continuing Professional Development Committee and has been involved in the Conference Working Party's since 2006.

Since joining the firm in 2004, Mark has been involved with litigation
conducted in a variety of jurisdictions (including Federal and State Courts
and Tribunals) relating to industries including:

Mark’s primary area of practice is the defence of medical negligence claims,
which includes:

  • More than four years handling Personal Injuries Proceedings Act claims
  • Preparing for and instructing on applications and trials in the District and Supreme Courts

Paul Donaldson is the Director of Nursing at Julia Creek Hospital.  Paul has previously worked as a Clinical Information Manger, Nurse Educator, and has specialised in paediatric and orthopaedic nursing over many years. His passion is promoting the use of technology to improvehealth outcomes.

Paul is a member of the Health Informatics Society of Australia and currently the Chair of Nursing Informatics Australia, a SIG of HISA. He represents NIA at Standards Australia IT014-9 committee for standards associated with Electronic Health Record Interoperability. Paul is an Associate Fellow of the Australian College of Health Service Executives.

Sophy Edmonds has over 13 years’ experience of delivering high profile, consumer health marketing/ education campaigns on behalf of the public, private and not-for-profit sectors in both Australia and the UK. After starting her career providing marketing services to pharmaceutical companies with Weber Shandwick in Sydney and Hill & Knowlton in London, Sophy worked for the Department of Health (England) directing strategic communications on major reforms to dental services and the Thrombosis Research Institute in London raising awareness of venous thromboembolism (VTE) as a major patient safety issue. Returning to Australia in 2008, Sophy now works as a freelance Health Communications and Education consultant. Her most recent experience includes providing social marketing support to Queensland Health and project work for the Chief Medical Officer’s (England) VTE Working Group. Sophy is passionate about patient advocacy and effective patient communications.
